Application of roadway composite (example, asphalt or concrete aggregate) with a strip of conductive impurity that is applied side to side as the composite is poured providing a back and forth ribbon like pattern on the final surface. This conductive ribbon can be continuous on the road surface, or broken at intervals of example 1 mile. A constant current induced in the ribbon will induce an electromagnetic field so that a vehicle travelling above the roadway can inductively leach charge while travelling.

* bulk asphalt laying with channeling by steam roller followed by impurity pouring or installation
* integrated roadway installer with integrated impurity deposition
* pre-manufactured impurity film applied prior to final surface pouring
